You have to take the entire bumper off to do it -- at least with my model. Seems the larger Talladega air-dam is a little more difficult than the standard lower valance on the 900SE. Others have managed to get to the fogs without taking the bumper off.
Here's what you need to do minimally:
1. Remove the grill -- two clips on top, lower hoods attach to each of the headlights.
2. Remove the headlights and side markers: Two top torx screws, a third torx scres is recessed and holding the side markers. Once the side markers are removed, it will expose a 4th and final torx holding the headlight in. The bulbs for the side marker lights can be poped out of the cluster by turning a quarter turn. The connectro for the headlight is undone by sliding the red clip. Carefully set these asside.
Now, IF you can get to the fogs from the open hole you've created, then you're golden.
However, if not, more to come:
3. Reach into the holes left by the removed headlights and disconnect the fog lights.
4. Remove the two screws you found in the wheel well, ahead of the wheels.
5. Extend the headlight wipers 90 degrees from "normal".
6. Right in the center of the bumper, in the lower grill, is the ACC external temperature sensor. You can find it behind the license plate holder. CAREFULLY unclip from the lower grill.
7. Also you will find the washer hose lines clipped to the bumper skin just above the aluminum bumper frame. I seem to recall 3 clips holding it in place. Unclip the hose.
8. You will find 2 16mm bolts holding the bumper to the car frame. Remove.
9. The sides of the bumper are simply clipped into the bodywork. Pull the bumper STRAIGHT forward. The sides will simply slide out of the clip-holes. You may need a helper to pull the bumper off.
10. With the bumper removed you can turn it over and see that the lower valance is held in place with two 10mm bolts at either end (at lease the Talladega model is, yours may be different here...) Remove, and the lower valance can unclip, thus revealing the fog light lamp access ports.
11. Replace the lamps, and re-assembly is in exact reverse.
