2.3 liter non turbo I assume.

Seems expensive so do some research.

Sold via a dealer? Used vehicle warrantee?

You need to find out what work has been done. The rear crankshaft oil seal will probably be leaking if the seal has not been replaced already. Replacing that seal is around $800US as one will replace the clutch at the same time as all of that needs to be torn out to get at it. Look under the engine at the low part of the bell housing?

Auto box or manual? If manual the clutch needs to be easy to operate. The gear shift should not have any trouble selecting.

Also look for evidence of trany seal leaks.

The water pumps were service compaigned for that model year. The pully to shaft welds failed. Look at the pully near the shaft. The replacement ones have a slash of bright green paint to indicate that they are the new ones. This is a low mileage vehicle. It could have the old water pump and not have yet failed.

Inspect the drive belt and idler pullies.

Wheel vibration can be from imblance, bad tires or bent wheels. One cannot assume that geting a wheel balanced while spinning in free air will provide for a smooth ride. So this should be delt with to the buyers satisfaction before final payment and a down payment should be written as conditional on the vibrations been removed. Perhaps new tires would be needed.

Have the brakes inspected to ensure that all caliper pistons are moving freely and that the front sliders work freely and that the rear pad backing plates are not rust bound in the caliper slots.

Make sure that electric windows, seats, seat heaters, windows etc all work. Make sure that the antenna works and fully extends and retracts. Make sure that the AC is working and that if you have manual controls that the adjusters all work and are not binding or broken loose.

Remove the grill and get the AC running. Look in the sight glass. The fluid should be almost bubble free when the compressor is cycled on. If it is a green liquid, a leak tracer dye has been added to fix a problem. At this point you need to know if the problem was fixed or whether the refrigerant was charged up to resell the vehicle.

There should be no trace of moisture in the carpet at the passenger foot well. That indicates a leaking evaporator box.

Insist that an owners manual be supplied and that the radio code be provided as well.

Have the Bosch motronic engine ECU read by a diagnostic tool and determine if the firmware is subject to a recall.

Get an overnight test drive to determne now well it starts and idles when cold or get to the dealer lot early in the morning and you start it. Don't falll for the 'we will get it ready and bring it to the door' crap. You need to start it.

There should not be any noise from the right hand side of the engine that has a high frequency component.

Drive over some rough roads. Any banging indicates pooped out shocks and the suspention is bottoming out on the bump stops.

Spare tire? ... check its pressure. There needs to be the jack, screw driver and two bits for it.

Check that all lights are working, including fag lamps etc.

Low mileage could indicate lots of city driving. So brakes and shocks do require a closer look.
