The elements in the heated seats are subject to becoming brittle over time and use. Add to this the pressure from your butt pivoting in and out of the car on the seat bottom and you have a recipe for repeatedly broken elements.

Unfortunately, dealers are not mechanics, but are really "parts replacers"
The limitations of their contract with the mfg'r (Saab in this case) keeps them from actually repairing things, but rather just replacing parts. Therefore their hands are tied and all they can do is replace the heating element for you.

At a lower cost, but at the risk of having to do this annually, you can find an independent Saab/European car shop who will locate and solder the break in the heating element (the element is simply a small guage wire with plastic insulatation). Very simple to do. I end up doing mine biannually, and sometimes annually prior to every winter on my Saabs.
