The book labor I quoted seems to be just for the R&I, and nothing else. If Anders says 15 to do it right, then I'd trust that.
I remember you mentioning the wrong engine. From the mechanic's point of view, he doesn't get his markup if you buy the engine -- but if he wasn't capable of finding one in two weeks, then he shouldn't get the loot. I dunno what kind of deal he was getting on the 2.3, but my suspicion is that he'd add any markup on that to the labor to arrive at the 'higher' number. (Jeez, "2.0" is stamped on the friggin' valve cover...I mean, how do you miss that?)
Anyway, if that's how he wants to act, there's not much to do about it except contact the BBB and complain to the right people at the state -- what state, by the way? Somebody else might have a better idea given a particular state -- I know CT and some other states have alot of support on the consumer side for complaints. Unfortunately, nobody can adjust the bill on the spot -- except the owner, so stay as calm as humanly possible.
This situation sucks, I feel for you. I hope it goes well.
