I've taken the bumpers off several times... In fact I just did so today to check my intercooler. It's hard to describe how the clips go on and it would be immediately apparent with the picture (but I've never taken a picture of this so I'll have to describe it with words).
Did you remove JUST the bumper cover leaving the aluminum support bar still connected? That shouldn't affect things too much but you might have knocked the black plastic internal bumper support clips loose. Those are a BEAR to line up properly (it helps to have two people). Remove the headlights and side turn signals if you haven't already so that you can look down into where the clips go.
The metal clips that the bumpers strips attach to are located behind the plastic support clip I talked about above. They clip into it such that the spring attaches to a hook on the end and the curved part meets a plastic tab (words fail to describe this). Take the bumper skin totally off, lay it on the ground and work at positioning the clips. It will become apparent after you've tried some fittings. Getting the SECOND clip on is the big trick since the tension is rather tight.
Ya know, you may want to take off the rear bumper to have a look at how those clips are positioned (it's virtually the same as the front). To remove the rear bumper you first need to remove the black plastic cover over the sill (unscrew the bolts that hold the tie-down hooks first). The cover just snaps into place so pull straight up and the snaps will release (it will sound like you're breaking something but you're not... It's pretty tough stuff). Then remove the two bolts on each end behind the sill cover and finally bend the forward pointing ends of the bumpers over their attachment points. Saab stupidly didn't use screws here... They used rivets, but you can bend the plastic out and around them. Then yank the bumper cover loose and you're golden. Good luck.
