If you oil the antenna, then it will pick up more dirt which seams to build up and cause problems.
I have had great success by cleaning the mast with windex. Push the antenna down a few inches to get some slack in the segments. Then with windex on the elements, slide them up and down against each other and also rotate. Then dry with a paper towel. Repeat until you stop getting dirt which will show up on the paper towel.
So try the above and if you then feel that you need to oil the mast, use a small amount and wipe off all that you can afterwards.
