I fixed my cable last year. It'll take an hour or so.

Parts needed: replacement cable from dealer, plastic tie-downs, electric tape, locking washers
Tools neded: needle-nose pliers, regular pliers, star wrench

Steps:
Disconnect seat electrics (in front, underneath).
Remove seat by unbolting it from the track; I think you have to unscrew/snap off (carefully!) the plastic covers on the outside and the inside of the seat as well.
Place seat on ground with back side up.
Remove the wire crimps that close the seat at the bottom.
Gently coax the upper seat cover up taking care not to tear it/snag it.
Identify the cable.
Cut the old cable tie-downs; the upper cable will come out easily.
Trace the cable to where it splits and then trace the two leads to where they attach to the lower locking mechanisms. Pull off the lock washers and detach the cables.
Attach the new cable ends and lock them in using new lock washers.
Snake the new cable along the path of the old cable. Here's where it gets tough---you have to angle the cable end (it has an s-shape to it) up into the lever mechanism. It's tough to do cause unless you aggressively pull off the seat fabric from the frame (not a good idea), you have limited visibility/access.
Once the upper end is locked in, check the mechanism.
Tie down the cable using the tie-backs in the same way as the old one.
Before closing up the seat, I suggest you check the wiring for the power seat and the heated seat. The power seat cable is notorious for getting crimped---so use some electric tape! If your heated seat is not working, this is also a good chance to check the connections.
Carefully pull down the seat cover and make sure it's tight---watch for lumps or loose fabric.
Close the seat up using new tie-downs. You could salvage the old crimps, but why?
Reinstall the seat. Make sure the mounting bolts are tight!

And yes, this should be a recall item.
