Tho the early airbags were indeed designed mainly for the unbelted dad, newer generation restraint systems are designed with the seatbelts and airbags working together. The biggest change in this philosophy is that, during a crash, the seatbelts payout (slowly decelerating the occupant) so the occupant meets the airbag.
The biggest benefit of this seatbelt change is that chest injuries due to seat belts are greatly reduced. Problem is that these newer generation seatbelts w/ disabled airbags do not protect as well as with airbags.
I.E., remove the airbag and you may not be protected as well as before.
I do not know the level of sophistication in your '97 but it may be of this type.
You may want to reconsider.
Also, an educational search on casualties solely due to seat belts, especially in the case of fire, in the Fatality Analysis Reprting System (FARS) at the NHTSA site is highly recommended.
