Adjustment is at the rear. There are little shoes inside the rear discs that expand when you pull the lever. They are just like a small set of the drum brakes that are the rear of many cars. There is an adjuster inside that makes them expand. There is also an adjustment for the cable but check the pad adjustment first. Here are simplified steps to adjust the parking brake.
1. remove the rear wheel
2. pull the parking brake lever up 5 clicks
3. try to turn the disc, if it drags already then adjust the cable for stretch.
4. turn the disc to where the small slot in the hub face is at the bottom
5. insert a small screwdriver into the slot and turn the toothed wheel that's inside one tooth at a time. (I don't remember which way it should turn for tighter)
5 try to turn the disc. If it still doesn't drag repeat step 5
6. stop when the disc drags when turning but doesn't require a lot of force
7. adjust other side
8. tighten cable adjuster to remove slack. There are two styles, you'll have to look under the car to see which you have and how to adjust it. I'm not sure but I think the two cable style has two adjusters that need to be tightened evenly and the single cable style has only one adjuster.
9. release parking brake
10. make sure disc turns freely (if it drags you need to loosen the adjuster back or you'll wear out the pads)
11. reapply parking brake. (shouldn't take more than 8 clicks)
12. attempt to turn disc. (it shouldn't move)
