Check the continuity of the heating element (which is nothing more than a small guage wire coiled throughout the seat) at the plug under the seat.
If not that, then swap the two switches (driver's and passenger's) as I have had bad switches in the past as well.
Usually the problem is a broken wire as they get brittle as they age (w/heat) and break usually where your left buttock pivots on the seat where you get in and out. They rarely break in the seat back. You can remove the seat bottom and either solder the break back together (can become an annual event, but the cheapest option) or purchase a new element (wire glued to thin pad which you glue to the foam seat bottom) and replace it.
