Something about the design of the windshield area drains water directly down on to various parts of the heater, including this part called the resistor. Once you get into this area, you may find corroded wires and a resistor that is very rusty and somewhat disturbing the flow of things. You can get to this area by taking off the windshield wipers, then the plastic flange along the windshield and then working your way in. While you are in this area checking on things, you may want to lubricate your fan with an electrician's silicon spray (though let it dry and air out before closing up) and replace the cabin filter as well. Also, there are many postings on this Board on heater problems, so you may want to do a search. Good luck.
