I think the linked thread discusses this issue. The new bolt and washer is very difficult to install and will require that you cobble up a custom tool. Even with that, the rounded mushroom head torx bolt is extremely difficult to get started. See the link.
The old bolt and washer could probably be used. To use the new washer/shield with the old bolt you should grind the old washers corners so that the washer will fit flat in the bottom of the shield that comes with the new pully. If you do not do this, the corners of the old bolt will pick up on the corners of the pocket in the shield. It will be obvious once you look at it. I believe that from old posts that at least one installed the shield with the old bolt and washer without grinding the corner off of the washer. I don't believe that that install would be stable.
A 1/2" or 13mm box end hand wrench should work nicely for both pullies. Some loctite blue might be a good idea as well.
