The flat rubber bit starts to degrade and slowly turns to bubble gum. One of the problems can be this goo migrating to the jets which can then use a cleaning with a small diameter wire.
Your problem sounds like it could be the above plus the valve. Try the valve and once that is good, clean the jet if you need to.
Open the hood. Reach to the now lowest edge of the hood and in the opening dead center is the black valve with a read cap, with three hoses attached to it. Grab the valve and twist/pull off the hoses and it is in your hand. The thicker supply hose goes to the end hose barb and the hoses to the jets go to the hose barbs that are opposite to each other.
The red cap prys off with a small knife edge. There is a spring and piston inside the cap. Don't loose the spring!
There may be some goo to clean up. Make sure that the piston is free to move. The rubber bit may clean up, but you may need to cut a new one. I used rubber from the sleeve of rubber dishwashing type gloves and some small nail sissors.
