What you have is called bump steer. It is ususally caused by lowering a car to the point where the front suspension geometry is changed. There are some really good books on suspension tuning that explain this in great detail, my favorite is "How to Make Your Car Handle" by Fred Puhn.
Also, did you check the alignment after doing the suspension work? Incorrect alignment can sometimes cause bump steer too. Excessive toe-out and uneven castor are prime suspects. Basically, bump steer is caused by toe that varies with compression. So, if the tie-rod(s) is(are) worn, you will have bump steer because the knukle has a degree of movement not controlled by the steering wheel.
It could be tie-rod ends. Take large pliers and carefully squeeze the tie-rod ends. There should be no play, maximum 1-2 mm. If you notice any compression or play in the tie-rod ends, replace them (easy with proper tools).
Lastly, it could be the bushings or the ball joints.
