The noise you are hearing is most likely the ELCD (Evaporative Loss Control Device) or as it more commonly known the Charcoal Canister Purge Control Valve. It is located next to the right strut tower. It has a two wire connector and to large (1/4") hoses connected to it. Under the proper conditions, (warm engine, at idle etc) the valve is pulsed with a 10 Hz (I think) variable pulse width signal. When the valve is energized, intake vaccum suck air from the charcoal canister and purges HC from it.
There was a service campaign 339 that addressed the noise from the ELCD. It was to reroute the hoses to the ELCD and wire tie them out of the way. The hoses were transmitting nosie into the cockpit.
We still get noise from the ELCDs on 9-3s
