You can get better stopping power with better brake pads on standard rotors. The slotted rotors actually reduce stopping power a bit until you get into driving which gets the brakes so hot that the pads start to emit vapors that create a pigh pressure gas cushion at the friction interface.

So you want performance or appearance? I think that you already answered that question.

If you put on paint and it starts to flake off, you will be in a worse state of affairs than stock! Get a color that looks ok with some brake dust on it. Yellow would be nasty not clean. Prep and degreasing will not be easy. The slider bit could be in your chosen color and the exposed bits of the caliper could be blacked or charcoaled out. The SS hold down spring can be polished up a bit and would look good against the rest. The exposed backing plate of the outer pad might want some paint. These are often black or rusty. The EBC green, yellow, rad pads are painted such as you could work with this. You need some grease in the slides, so consider these areas been dirty. you need a paint that will take wet, salt and heat.
You can bake the paint in the oven to cure it to a more durable hardness after the volitiles are gone. Too soon in the oven will create a fire hazard and bubbles. An epoxy paint sounds interesting. Some aftermarket rebuilds come in gold expoxy. But dark read seems a better choice.
