I can't see how the TCS light an TB are related.
You can clean the TB yourself. Some simple solvent on a cloth while holding the throttle open should be sufficient.
Starting problems: The throttle body can be cleaned, inspect the spark plugs and renew if in doubt, bottle of Techron Concentrate in the gas to clean the injectors, inspect the rotor and wires etc, clean if needed.
Most hard starting in the Saab 4 cyl engines is the result of dirty injectors. These basics should be attended to before you go to a mechanic.
Check the battery electrolyte level.... yes this can affect the ECU and starting.
IF the mechanic is getting a throttle position sensor error code, the sensor is held on with two screws and can be replaced.
Check for split ends on vac line fittings. Check that the TB is not loose on the manifold.
Do you have good power at full throttle up into the high RPMs? If not, after doing things suggested above, you could have a fueling problem. The fuel filters are good for a least 100000 miles. If filter good and power drops off at a certain RPM then the pump could be worn.
