I had the same problem a few months ago. Usually the cable breaks at some point and must then be replaced. I was lucky and mine broke right at the lug that attaches to the release lever on the seat hinge. I was able to crimp on a small electrical lug (available at Radio Shack)with a pair of vise grips. Its still holding, but I don't know for how long. This "fix" only worked because the cable broke right at the end. If it breaks anywhere else you need to replace the cable. By the way Saab issued aTSB for this item but if your warranty is up it probably would cost around $300 to fix with the labor involved.
If you are techinically inclined, you can try the fix in the posting below. If link doesn't work, search under "seats". I plan to do it myself when my "temporary" fix breaks. Hope this helps
