I installed tires during college...I have a possible explanation:
With alloy wheels, the wheel is supposed to be placed on the balancing spindle, and then an appropriately sized cone is pushed into the hub hole. Then, a threaded "screw" is twisted onto the spindle to secure the wheel. This process eliminates the need for any materials to touch the outside of the alloy wheel.
Steel wheels are the opposite- steel cone goes on first, then wheel is placed over cone on spindle, then the "screw" is attached to an approximately 6-inch plastic cup and then tightened against the wheel. It is tightened directly against the steel wheel because there is no risk of scratching the steel.
It sounds to me as if they used the steel-wheel cup on your alloy wheels. They owe your four new wheels.
