They are made from soft annealed copper, so that they will yield and conform to the oil pan and bolt head surfaces. They are meant to be a use once and throw away item. However, many reuse them without getting leaks. I wrap an old one with two passed of teflon plumming tape each time, wrapping around the circumerance and letting it fold down over the faces. I did use some silicone seal at the bolt head for a number of years on other vehicles.
What I would love to see, is a large head bolt, with a machined groove in the contact face that an o-ring would fit into. This would last a long time and would be quite trouble free. But the o-rings would eventually take a set from the heat and loose some sealing ability. The bolt head material would have to be smooth and hard to not develop galling on the oil pan surface. Or a thicker washer, with grooves on each face for o-rings. These could be at different diameters and one perhaps inset into the the profile of the other to allow for a thinner o-ring sealing washer.
