They're required in some parts of Europe (UK, right?), and only one is installed so that people behind you can determine your 'orientation' (I think they're always supposed to be on the driver's side...so two sockets would cover both LHD and RHD.)
All Saabs came to the US with one installed, so I'm guessing it's not specifically illegal. They're not legally recognized as 'fog lights' anyway, because they're not white or yellow. They'd be markers...and most states define light from markers in terms of minimum visible distance, not candlepower, orientation, etc.
But! It could be considered illegal under 'glaring light' provisions most states throw in the code, especially if you're using them all the time, using them for retaliation, etc. That's a judgemnet call for enforcement (arrgh!). It would be interesting to do a survey, along the lines of the barefoot driving research (which proved it isn't illegal).
