Does removal of the pads provide enough wiggle room?
I can't believe the trouble that you are getting into.
Are you in the salt belt? Things must be quite rusty.
You may have to sacrifice a caliper to get things apart. Those bolts are not going to just drill out. Did the bolt appear to break at the head or down near the hub?
You might be able to get a bit more room by running bare hack saw blade between the rotor and inboard caliper slot edge to remove some of the caliper material. But if this works, the sitation must be marginal. That can be assessed by where bolt broke.
Were you lifting on the end of the breaker bar on the RH side?
Wonder why its called a breaker bar?

So what was the goal. Replace the rotors?
