This is held on with 3 #30 torx screws which can be accessed via holes in the hub. You need to remove the caliper then the rotor to access this. These screws can be very difficult to remove. Clean the torx cavities to allow full engagement of the torx bit. Use a hardned bit only. Do not use the screwdriver bit or an allen key style torx as these will twist and cam out of the screw head and will strip the head or leave it with a twist profile that will then cause a new torx tool to cam out.
But, all that you need to do is jack up the vehicle, remove the road wheel and grab the spash shield and carfully bend it back into position so that you get an even clearance and depth all around. Do not run without this spash shield. The shield can easily be distorted in doing other service if you are not aware of how easily it can be bent.
