It is a total crock and the stuff they show on the infomercials is trickery and deception.
These things might help with a carb, but the fuel injection with clean injectors is creating a good mixture as it is. Anything that imparts rotational energy will create a pressure drop and reduce the air charge. When the swirl hits the throttle plate there will be furhter resistance as the swirl component gets straigthend out... another pressure drop.
The Viggens at one point had a screen upsream of the TB. The screens do of course impose a presure drop, but they cut up vortices into tiny ones that disperse the vortex energy.
Now a variable swirl element upstream of the turbo compressor could be used to create a counter pre swirl to improve the flow angle of attack and improve the flow capacity and efficiency. But this turbo machinery techique is never used with turbo chargers. To complex and dynamic. Sort of akin to variable vane technology in the turbine (VTN).
