I spent a good deal of my afternoon yesterday trying to fix the strong gas odor that I smell after I fill up my car with gas. This is a problem that I believe a few people on this board are experiencing. First some background info.

Can only get ¾ of a tank of gas or 14gal in the tank before the pump shuts off.
After putting as much gas into the tank that I can gas can be smelled from outside the car and a little bit inside the car.
When I bought the car used the fuel like line that run’s up the fuel filler neck in the rear passenger wheel well and connects into a white valve at the top of the fuel filler neck was cut/ripped open. Sand and other road grime got into the white valve and the rubber line.
I first flipped up the rear seats and removed the cap to get access to the fuel pump. It was clear that there was gas leaking from this point. I wasn’t sure of a line was loose or cracked so I lower the fuel tank to get a better look. All the lines where it good shape, the leak was from around the o-ring on the fuel pump. I further concluded this because as a jack up the tank I compressed it slightly and could hear the air escaping at this point. I believe that what is happening is that as I fill up the tank it isn’t letting the air escape properly. When it reaches the ¾ full point there is so much pressure in the tank that fuel and air are being forced out the seal on the fuel pump. Thereby causing the leak and fuel orders after filling.
I am not sure why all the air is not escaping when filling the tank. I am assuming that it has to do with the cut line by the fuel filler neck but I cant determine what that line does. I traced it from the fuel filler neck under the car to the engine compartment. From there it goes runes up the side of the fender, through a sensor that is connected to the ECU and then enters the back of the throttle body. I have no idea what this line is and if it being broken has anything to do with my fuel tank problems. I tried cleaning the line and valve by the fuel filler neck with compressed air but didn’t have any luck. Should I replace the entire fuel filler neck because the valve has sand in it or is there a way to clean it? I’m baffled at this point because I simple don’t know enough about how the fuel system works. Any insight is very appreciated.

PS: Has anyone changed a fuel filler neck? I cant seem to figure out how the top is attached.
