ac crapping out intermittently

Since the latest hot (90+ degree) weather, the AC works fine for about 20 minutes in highway driving. When I get to the first traffic light, and it's idling, it just gradually blows warmer and warmer until humid dank air comes out. After I get back on the highway, with the ac turned off for say 10 minutes or so, it blasts cold when I turn it back on, and basicly runs great for the remaining 40 minutes of the commute. Occasionally, when the compressor cycles off, the air coming out is decidedly warmer, but as soon as the compressor cycles on, it's cold again. I sort of think that the charge is low, and the thing is freezing/icing up. What I can't figure out is why it only quits the first time, but doesn't do it again for the rest of the ride. Any clues as to what's happening?
Also--- where is the low pressure valve? Is it the one next to the battery, or the one behind the grill?
