Do get a second opinion.
Turning the rotors is not all bad. But then are you getting the pads from the same place. If you put new pads on used rotors, the pads will take a long time to seat as the friction surface is not flat as the outer areas wear faster.
Many folks get new rotors from the aftermarket and intall HP pads and get a better result and spend less money while doing the work themselves. Or remove the rotors and take them to be turned. But new rotors can be quite affordable.
