The biggest issue I see with the bearings is the rotating outer race which creates a high G load which causes the hot grease to throw its oils which seep out through the seal to outer race contact interface. These are dust seals, not pressure seals.
I think the only real solution is to get a new bearing and degrease that seam as much as possible, then wick a sealant into that interface that will cure. A loctite product might do the job. I used loctite blue this way once, but it needed an extensive oven cure to become a solid.
These bearings do not fail from wearing out, they fail from lack of lubrication.
The only proper design for a high speed bearing is to have the outer race stationary and the inner race turning. This would be hard to do and expensive if done with a single bolt mount. The simple one, bolt attachment approach is the main problem. If the outer race was pressed into a carrier which bolted to the timing cover or tensioner arm with three small bolts, then the design could still be uncomplicated. The bolts could be easily accessed via holes in the pully web.
