I think it does interfere, but you get noise long before the chain lets go. And on the 2.3, it sounds like the disintegrating chain parts clog the lubrication system to the point of oil pressure failure before the chain gets bad enough to break.
Belts don't give you any indication until it's too late. I'm not an expert, but I think most multivalve (16v on a 4) setups interfere, while most 2-per setups do not. I'm sure there are exceptions on both sides.
Even on an interference engine, you have a *very* slight chance that you don't wreck anything. My father was one of these unreally lucky people, dropped a belt on a 16v Geo without harm, the dealer didn't believe it. He was asking for it, too, this was the original belt at 167,000 miles! (normally 60K interval).
