My next problem leak ->

Looking at the engine from in front of the car, between the radiator and the engine body, looking down on the lower left hand side next to the belt/wheel, there is a metal box thing, with several hard pipes going into it. On top of it is a 13 mm hex bolt (inserted vertically), which doesn't seem to be holding anything. There is oil seeping out of it. I tightened it last weekend, but it still leaks. I want to remove it, clean it, maybe put in a crush washer. What is it? How should I stop it from leaing? is there a torque value? I think this is my last oil leak.
After fixing this leak, I start working on the faded paint
