They are correct on some issues. An AC system low on charge will not be able to cause the compressor to work very hard. So the low compressor loads would make it quieter. The Saab AC system does have some vibrations and will be noticed.
But your characterization of a whine is a concern. When the AC engages, there will be some transient vibration, engine loads and noise. But it should be transient. If it is constant, I would be concerned.
If the system was recharged and not over charged, then I can't see how you can feel that the person adding the gas is responsible for anything else that might go wrong.
Did the system need to be evacuated before recharge, or was it simply low?
Are there any stange noises when the AC is off?
