There may be a hose that has not been connected, or properly positioned at the turbocharger. Check the diagram in the Haynes manual, there are three little hoses. Also check the larger daimeter air hoses from the turbo to the intercooler and intercooler to TB inlet. These may not be connected or have missing clamps that can cause sluggishness. Or a leaky intercooler that could cause your turbo pressurized air to escape.
Since the recent damage was to your front end any of the above could be your problem, especially considering that body shops pay little attention to such items. You should be able to check this out yourself with a flashlight and a mirror (and a Haynes manual for the hose routing). If not take to a dealer and have them check these items, have them document the cost and if they attribute it to body shop neglect, take the estimate for repairs to the body shop/insurance company and demmand they pay for it if they were found to be in neglect.
