Best bet is to use a distilled water. As mentioned in a previous post you could have hard water, meaning you have excessive mineral deposits such as iron, calcium, the list goes on. This is more prevalent in water taken from a well. If city/town supplied water is used it is most likely filtered and may have florine added (there are other things mixed in to keep bacteria counts down as well). If this does not bother you, then use the tap water. There are people out there that have run the same car for many years with less than adequate anti-freeze changes and have had great luck, but with all the dissimilar metals used in today's engines and cooling systems it seems silly to add other unknown elements. I would go the little extra and spot the buck for a gallon of distilled.
When it comes to manufacturer recommended fluids, follow this. As an example, the Ford Power Stroke diesel gives specific antifreeze(s) to use to eliminate cavitation issues that actually etch into the block and in extreme cases antifreeze can remove enough material in the heads to readily enter the combustion chamber. Sorry I used Ford as and example, but they are just one of many using diesels that call out regimented fluid changes for this issue.
Granted you probably do not have a big american diesel stuffed in your Saab, but this was just an example.
