High/fluctuating idle - help!

My wife's '97 900s has been acting up for a year. In park, under way, at any time, the idle speed will suddenly surge from a mild 1000 rpm up to as high as 35-4000. This can be disconcerting when stopped at a light with heavy traffic in front of me, and the car decides to try to shoot out into traffic! Good thing I just had the brakes done. Dealership has no idea of any problem. I've always been highly skeptical of sudden acceleration claims, but not anymore. You can watch my car sit parked in the driveway, unoccupied, revving up to 4000, then down to 1000. Any ideas? Thanks in advance.
