Coolant hoses, clutch cable, parking brake cable...

...just wondering if anyone has any feedback on when to replace parts such as:
a. coolant hoses
b. clutch cable
c. parking brake cable(s)
...or any other parts that could take away from the enjoyment of your Saab should they decide to give out one day (the parts, that is). Call it preventative maintenance.
I was getting my car emission tested today when I heard a "pop" across the street - VW Golf Cabriolet - rad hose blew! Not a pretty sight, and it got me thinking.
