The crankcase ventilation hose comes out of the top of the engine head (near the word "SAAB") through a tee fitting that branches to a larger hose (which then connects to a metal pipe) and the other way goes to the intake manifold. My description stinks and a picture would help a lot but it's absolutely trivial to "fix" this...
Go to your dealer parts department and buy all the crankcase ventilation parts you'll need... The "T", some vacuum hose, and the one-way check valve should all cost less than $10. They'd probably charge you an hour of labor for what takes 10 minutes to do yourself.
As for the "hissing" sound near the drivers side at startup... That's the secondary air injection pump that comes on all non-Turbo models. Basically, it's SUPPOSED to hiss (that means it's working)... They ALL do that! ;-)
Oh, and if it hasn't been done in a while, it's a good idea to replace your vacuum hoses. They tend to dry rot and crack over time... This is one of the easiest DIY jobs there is. Just buy enough hose (4mm internal diameter which is commonly available at ANY auto parts store) and cut it to length. Replace one at a time so you don't mix anything up. On turbos this is especially important because vacuum leaks can affect performance in a BIG way!
