"check brake lights" is normal at every start-up. Once you step on the b rakes the system checks the lamps and the message goes away. This start-up meassage can be disabled using the Tech II diagnostic tool by the dealer.
"brake light failure" message will come on if the system senses a difference in current across the two brake lights. In this case usually one brake light is burned out or nearing failure. Replacing both brake lights at the same time with the same brand/type of bulb results in no erroneous "brake light failure" messages.
