EGR = exhaust recirc valve. Don't have those on your vehicle.
PCV = Purge control valve, carbon filter solenoid valve
Don't know if it is powered to open or close. The read/red wire is ground and the brown is power. Check for volts when first started and later. The valve opens after the engine is warmed up and under load so as to not interfere with idling etc. Haynes states that it is modulated on and off, so perhaps you will not be able to monitor the voltage state while the ECU wants it open.
So if at idle and a cold engine, the valve should be closed and you can check for volts then. If no volts, then the valve is normally closed. So if you remove the valve you should not be able to blow through it. If you can, thats the problem.
You could try to determine if it is stuck open. Pinching off the hose might do something interesting. I don't know how the system monitors the pressure or state of the valve. Could be a hose poped off in the fender.
If you thinking of replacing it anyways, you could see if you could free it up with some solvent and some tapping or banging.
The valve is located on the RH strut tower and has a hose to the throttle body and another to the charcoal canister in the fender. Perhaps that has some damage or a hose off.
