The engine cannot run on a vacuum,it needs some air. The amount or vacuum is a measure of what the engine is getting to run on. The idle rpm's are controlled by the ECU and the ECU provides the air required to run at that rpm. When cold, the manifold pressure will be higher (less vacuum). As it warms up and the oil things out the engine requires less air and fuel to run at that speed. The AC compressor can affect this as well.
