These are Saab prices, and I've been DIYing so long I forgot what labor costs! Rust is bodyshop stuff, just get that one looked at.
But, by the book:
A new cable is about $42US + ~1 hour. That won't help your stiff clutch, tho. It might make you feel better since you already had one break.
You do rotors in sets, so you need two. You didn't say front or rear, so here's both:
Front $85/ea for discs, $93/set of pads
Rear $65/ea discs, $70/set pads
You can save a bundle ordering from sponsors like cybertroll or eeuroparts. (I got pads/rotors for all 4 wheels for $250 and I could have done even better.). Unfortunately, you'd have to find someone to install them, a dealer and many garages won't do that. Profit's in the parts! Ask around.
Labor should be ~2 hours, and get a bleed for good measure.
