Many have put new pads on worn rotors over the years... it all depends.

As the outer areas of the rotor spin and wear faster, the rotor is not flat on a worn rotor. The pads wear along with the rotor and that works well. When you put new pads on old rotors the inner portion of the pad will have high pressures and less pressure at the outer edges.

If the rotor have little wear, you may be able to just install new pads. Note that new pads do take a while to bed in with new or machined rotors. So be prepared for some deminished braking. With old rotors and new pads this may take longer. The pad will not sit flat on the rotor and squealing is then a possiblity.

If the rotors are in good shape, no rust, then I can't see any need for roughing them up, but that would not do any harm.

So how do you know the rotor thickness without removal to measure? The wear lip at the outside edge is a good indicator. Absolute thickness is one issue, flatness is another.

New afermarket rotors are cheap and free shipping at eeuroparts. Search and read drs<underscore>install for installation details. If replacing rotors, the whole caliper can be removed to allow for rotor replacement, and the pads can be replaced without removal of the guide bolts. Before you attempt to remove a caliper, make sure that you can remove the screw that locks the rotor to the hub.
