When the engine and everything is in good condition and warmed up, the stock system will sometimes overshoot a bit, briefly, into the red, then settle back to the start of the red. This 'overboost' is typically small.
This is harmless, and the ECU will manage this with no harm, and will also manage things very well when forcefed higher boost pressures with an overiding boost controller.
The comments in the manual are for situations with gross faults in the boost control where the boost goes very high etc. This could result from popped hose to the BPC valve or its failure etc. Even with gross problems, the ECU will protect the engine with fuel cuts and damage is quite unlikey.
Nothing to worry about.
