My brake switch was sticky and cruise would not engage. If you take the panel off from under the dash to get at the brake and clutch switches, you can "exercise" them. This is all my car needed to fix my problems.
As for the speed sensor, I don't know. That may be a dealer only thing. but before you go out and spend $$$, take the panel off the dash and get your fingers in there. pull the switch out fully, then in fully several times. My cruise control went from never working to working 100% in 5 minutes for $0.
Have you tried engaging the cruise control with your feet under the clutch pedal pulling up? If cruise works when you do this, it pretty much proves that the switch is the problem. Just be careful to do this in a safe place, it may be hard to stop the car in an emergency if your foot is under the pedals.
And I wouldn't recommend doing this, but if you can't get the switch to work properly, you could hard wire it. This would mean that the clutch would no longer deactivate the cruise control. This could be dangerous, but could also help in diagnosing the problem. There is a small wiring harness that comes off the switch. I think you could short them to accomplish this, but I never tried. Be very careful if you do this.
