Which side does not matter, but one side is better for locating and accessing the valve.
Straps. If you put straps under hose clamps and bend the straps back. Then the clamps which grip the exterior of the hose quite well, are not able to separate from each other. So the hoses cannot blow off. This is similar to a method where bits are welded onto metal turbo pipes and links are bolted across these to bridge a coupling hose. This lets the metal take the blowoff forces. The force is equal to the pressure times the cross section area.
Some folks who have had trouble getting a hose off, or a new on on, have put silicone or other grease on the hose fittings. This does not allow the clamped joint to develop grip to resist blowoff. So that is a recipe for disaster. This is also vital concern for coolant hoses as well.
Yes, a 3/8" re-enforced coolant hose would work well. IF you can get it on the 10mm hose barbs.
