There is not a PVC valve on the turbos in the usual sense. The small hose has a one way valve to prevent reverse air flow while on boost.
So make sure that its installed the right way around, with the small arrow pointing to the throttle body. The small hose can get quite hard from contamination. Lots of times folks break a plastic part when trying to get the small hose off of the hose barbs. I used a side cutter to cut the old hose off the the hose barbs to avoid breakage. I get 3 feet of 5/32" vac line from the hardware store before starting the job. I ran some carb cleaner down the old hose, with the check valve removed, to clean the orifice in the TB.
The larger hose does swell with the contamination and does not fit well. nylon wire ties will also secure it. The pressures are extremely low. I will look inside of mine to see if its falling apart.
The oil in these things is normal.
If both hoses were blocked or highly restricted, the crankcase would be pressurized and oil could blow pass crankshaft seals etc. The impact on power or mpg's is very little.
When the throttle is closed or partly open gasses flow to the throttle body. With wider throttle openings or when on boost, the gases will flow through the big pipe to a point up stream of the turbo compressor. When on boost there can be significant amounts of blow by gasses to vent.
