It is possible for the back seat heater to go bad, but it is much less common. I think there is a separate connection that goes to the seat back. Double check that it's connected. Other than that, it's probably the same story as the seat bottom, taking off the seat cover.
P.S. The heat on the seat back is less noticable, possibly because there is less pressure between it and your back than there is between the seat bottom and your bottom.
