I assume that you have the 2.3L non-turbo engine.

dirty injectors, try Techron Concentrate
dirty cables and distributor cap - inspect and clean them
plugs, remove, inspect, regap or replace, right ones?
battery, electolyte level low, terminals clean and tight?

vac lines? inspect and look for cracks and splits, the small 4mm DI hoses could be dry and crumbling, they did on my 95SET

you could pinch off the large hose going to the HRS to the charcoal canister purge valve, it should be shut at idle and starting, and if defective and open that would cause problems, so something to try, if other things don't help

you have low miles, but an older low miles vehicle with starting problems did improve with a new fuel filter

fuel cap? every replaced, some 95 caps fell apart, if a not vented one is installed, this can create low pressure in the tank. ever hear an inrush of air?

when you start, dwell for a second or two to allow the fuel pump to work before cranking, does that help?
