The original '94/'95 model year windshield washer pumps are junk (as noted by the "GM" stamp on them). '96 and later models switched to a Japanese "Denso" pump that is a different design, and although it costs more, it WORKS!
The good news is that you CAN upgrade from the old pump to the new one. There are two options to go with the washer fluid reservoir:
1) Get the newer design reservoir in a junkyard (I'm scared to know how much this costs new) complete with the new pump. It cost me around $30 complete.
2) Retrofit your existing reservoir to accept the new pump. You'll have to plug the old pump hole and drill a new one higher up on the reservoir to accept the pump.
Either way you have to remove the existing reservoir which entails removing at least the front half of the wheel well liner and the turn signal so you can access the screws that hold it in place. You'll also need to do so simple soldering to connect the new pump wires to the existing ones (they changed to a different connector).
All in all, it's not difficult, and it might just be the last pump you'll need to buy! ;-)
