It probably would not cause the problems, but might let the disturbance move things about.
Do the scrub test to see if the tops of the strut shafts move about.
Engine off, hood up, parking brake.
Turn the steering wheel back and forth a bit, close to, but not enough to scrub the tread on the pavement. Don't do this on a loose surface such as dirt or gravel.
Watch the driver's side strut top for grosse movement. You should be able to see the other side too. If things are moving, then the mounts are probably shot. How much movement? Hard to say, with new mounts there is very little motion. With an assistant yoy can watch the rack for motion too, and reach in to feel for movement in the tie rod ends.
Balanced tires on bent rims can run rough. Wheel balancing is not always done properly, and new tires can be out of round or have other problems.
A bad tire or a bad wheel can be balanced spinning in the air.
