Perhaps the drum brake mechanism is binding. Don't ajust the cable or the brake mechanism yet. Remove the rotor and make sure that the mechanism is moving freely. Grease contact and sliding points. Includine the backing plate edges where they slide on the backing plate.
If you set the brake and get under the vehicle, you can feel the cables to see if they are both tight.
